The majority of key policy documents around models for promoting behaviour change can be found on a number of key websites. These include the national strategies website and Teachernet.

 

DCSF (2008) Delivering 14-19 Reform: Next Steps

The policy document presents an overall picture of the 14-19 reform programme in the context of progress to date; further developments since 2005; and the wider objectives for all aged 0-19 and then beyond as set out in the Children's Plan. The document starts from the perspective of the young person and looks at the learning opportunities and support available to them. It then looks at the local partnerships and collaborative arrangements that will be necessary to deliver these opportunities and support for all young people. Next Steps sets out the timetable of reform to 2015 to ensure that the DCSF achieves these goals for all young people aged 14-19. It established four key strategic objectives: a high quality and valued learning route for every young person that enables them to participate, achieve and progress; the right support so that they can access and make the most of their choice; strengthening the partnerships that will deliver excellent learning and support for all young people; establishing the delivery system at local, regional and national to ensure excellent learning and support for all young people.

 

DCSF (2007) The Children's Plan: Building Brighter Futures

The Children's Plan sets out government plans for the next ten years. It is based on five principles:

  • government does not bring up children - parents do - so government needs to do more to back parents and families;
  • all children have the potential to succeed and should go as far as their talents can take them;
  • children and young people need to enjoy their childhood as well as grow up prepared for adult life;
  • services need to be shaped by and responsive to children, young people and families, not designed around professional boundaries; and
  • it is always better to prevent failure than tackle a crisis later.

DCSF (2008) Back on Track

The White Paper published on 20 May 2008 sets out the new strategy for transforming the quality of alternative educational provision for the 135,000 young people a year who are unable to attend mainstream or special schools for whatever reason, including those at risk of exclusion. The document emphasises the key role for schools in identifying children with challenging behaviour early on, and being able to access the right support before they reach the point of permanent exclusion. As part of this, schools should be able to make more use of alternative provision as a preventative early intervention. See also the next steps document published after consultation

 


Steer (2009) Review of Pupil Behaviour Interim Report 4

Sir Alan Steer's Review of Pupil Behaviour Report 4 to the Secretary of State on behaviour in schools was issued on 6 February 2009 and covers his conclusions on:

  • how behaviour and attendance partnerships might be developed to maximise their effectiveness
  • the impact of learning and teaching policies on pupil behaviour
  • SEN and disability-related behavioural difficulties.

Steer (2008) Review of Pupil Behaviour Interim Report 3

Sir Alan Steer's third interim report was issued on 14 July 2008. It:calls for a new, broad legal power for schools to search pupils for inappropriate items such as

  • alcohol, drugs and stolen property
  • recommends an expansion of the Safer School Partnerships programme
  • highlights the need for school behaviour policies to be set in the context of policies on learning and teaching, which he returns to in his fourth report
  • outlines conclusions on help to secure parental engagement and responsibility for pupil behaviour, which supports many of the Department's initiatives in this area.

 

Steer (2008) Review of Pupil Behaviour Interim Report 2

Sir Alan Steer's Review second interim report was issued in May 2008. It brings a practitioner perspective to the development of the planned White Paper on alternative provision and pupil referral units (PRUs), and was originally issued as an annex to the Department's Back on Track paper (Cm 7410), which set out a strategy for modernising alternative provision for young people.

The first report from Sir Alan Steer's review of issues around school discipline and pupil behaviour focusing on the progress made in implementing the agenda set by the former Practitioners' Group on School Behaviour and Discipline.

Steer (2006) Learning Behaviour. Principles and Practice - What Works in Schools Section 2 of the report of the Practitioners' Group on School Behaviour and Discipline.

This report, a companion document to Learning behaviour The Report of The Practitioners' Group on School Behaviour and Discipline (2005) highlights practical examples of good practice that promote good behaviour and that can be adopted by all schools. examples of good practice come from primary and secondary schools.

 

Steer (2005) Learning behaviour The Report of The Practitioners' Group on School Behaviour and Discipline

Key report into behaviour and discipline in schools. Led by Sir Alan Steer the Group was established to explore 'How effective practice in promoting positive behaviour and preventing misbehaviour can be embedded in all schools, drawing on the approaches currently used by successful schools'. It also made recommendations for policy to assist teachers and schools in their task, and on what more might be done to engage parents’ support in promoting good behaviour and respect.
